Welcome to an Earth where magic exists - wizards are the beings who have chosen to use their talents to help maintain the workings of the world and to slow the process of entropy. Whether or not someone chooses to be a wizard is their choice. Even after they've decided, there is always the choice to walk away, to give up their power and in doing so, loose their memories of the events related to it.
Magic is done through the Speech, a fundamental language that was used to create the universe. It can be understood (and learned) by anything - the rocks, animals, other people - but using it in the manipulation of space and matter can only be achieved by Powers or wizards. It is also impossible to lie using the speech.
There is, and never will be a PASIV. There are branches of magic that deal with dreams, and the interpretation of, but it is still an inexact science. And traveling through them is an impossibility unless you're the dreamer.
